Can anyone identify this wheel

Here is a wheel that was in a spreader I bought at auction. I thought it was off of a drag saw because it has a hole in it for the drag saw brake. Some thought it was off a pulley of some sort for an implement because it is heavy duty. It is 12" in diameter and 3 1/2 inches wide. You can see it has the number 40 cast into one of the spokes. There is a threaded hole in the center hub that lines up with the hole on the outside rim. That's why it's probably not for a drag saw.

The threaded hole is for a lock bolt/screw. The outer hole was only used to drill and tap the threaded hole. Without a keyway don't think it was meant to handle much torque. No idea what it came off of.
 
Flat belt Drive or Driven pulley from a jack shaft power system, or a threshing machine. The crown in the outer surface keeps the belt centered. Jim
 
Don't know, but I had one once! The "40" cast in the spoke makes me want to believe that it was from an implement and nota line shaft pulley.
 
Actually, it's flat. But I am convinced it's off of a belt system. There were a lot of saw mills around here, could be something from a mill set up.
