Check your point gap, centrifugal advance, and ignition timing. Slow timing causes high exhaust temps.

Also be sure the radiator fins are clear, and the belt is tight and fits the pulleys properly without slipping.
 
And depending on where you are. Here in Mo. it has been blazing hot, high humidity, and if you're working hard in mid-afternoon, in bright sun, and working the tractor hard, it would be worse.
 
Very common in those tractors. I had a 960 that would do it when is was hot and the tank was below 1/2. There is not enough heat shielding and the fuel lines vapor lock. I took aluminum foil and wrapped the fuel lines. It took away from the appearance of the tractor but it worked.
 

My Uncle's 860 boiled the gas in northern NH and VT, so it is not a "southern" thing. He added asbestos insulation under the tank, and removed the grill attempting to enhance cooling.
 
That sounds good and altho I have never had that problem on here I have read about that and it usually came down to a replacement gas line that was not made correctly and was to close to the manifold.
