Best way to clean out a fuel tank in place

A few of the bolts that hold the tank in are fairly well corroded to the lip of the tank and I'd rather not damage it. It's a IH 240 gas unit. Tractor was sitting 4 years prior to my purchase, but was still holding fuel. I drained it out (mixing several times to free up the line from junk) and would like to clean it as best I can, but not perfectly. My thoughts are to fill it with vinegar and then sit for a week and then drain and shop vac out any dirt. Is there anything better to do or am I on a good track?
 

Fill the tank to about 1/2 with E85, and rock the tractor once or twice per day for about a week, Drain it out and see what you've got.
 
Yes. It appears to be the original tank. Certainly some old gas, and likely some rust as well. I'll poke around with a flash light and get a better assessment.
