Odd part or tool found in welding bench drawer

So I bought a nice big welding bench today, got it home and started looking thru the drawers and found this crazy thing, never saw one and can't figure out what it does!

That is interesting. I would say that it is used in a multi-step operation, because of the "tongue" on the bottom. Looks as though it could be changed out quickly and another tool used in its place. The way the lever obviously presses against something (which seems to be missing) it would seem to be something along the line of a rivet spinner. Just a SWAG, I am now just as eager as you to find out.
 
A drive clutch. Pull on the lever, and the brake (rod in groove of small V pulley) is released. The throwout lever pushes on the shaft and the shaft moves toward the larger pulley's flat side making contact with a drive disk, which turns the shaft making the pulley turn. Release the lever and the brake stops it. Jim
 
Well, now that surely simplifies things! Somewhere, waaay back amongst the cobwebs of my mind, a similar thought was trying to form. When it is explained so clearly, you want to smack yourself up-side the head and say, "Why didn't I see that?"
