International 966 hydro shuts pto off going down hill

Hello, I have been pulling a 10 ft brush hog with my 966 hydro. I just bought the tractor so I do not know much about it but today I did my first down hill and it was a slight hill and the pto shut off. It doesn't do it uphill however but the slightest down hill will shut the pto off. I think it's potentially a fluid problem but not sure. It is full on hydraulic oil though. If anyone has any advice I'd appreciate it. Thank you!
 
It could be the pickup tube, if somebody had the pto unit out, and messed up the tube putting it back in, and its sucking air. It's easy done if not carful. Also the tube could have a hole in it above oil level.
 
One of our IH 584's would do that going downhill unless it was overfilled. Loader and 3 point would quit first, then steering last. Pickup tube.
 
The first thing to do is to make sure you are using the correct procedure when checking the oil level.

On the Hydro tractors you check the oil level with the tractor running. The hydro tractors run with the hydro section completely filled with oil. It can take a couple of minutes for it to stay completely filled so you need to wait three minutes before checking the oil level.

If the oil level is correct the PTO oil pick up tube seal may be leaking or the tube out of place.
