Bee keeper question

There are several bee hives in the area, most on back roads in the area. Is there a reason that after a rain they add hives and do whatever it is bee keepers do? It seems every time there is some rain, the next day they come out with three large trucks, a truck hauling hives, one with a forklift and one with a flatbed with what looks like an old 1000 gallon propane tank on it. They kind of do a number on those old back roads, just wondering if there is a reason they have to do it after a rain. Also, what is in the propane tank, I have never been up by the hives when they are tending to them, thanks for any information.
 
I have been doing this for 19 years. I guess I don't know why they would be there after a rain, rain usually makes bees nasty. I do my best to stay away from them at that time. As far as the tank it might contain corn sirup that is fed to new hives of bees till they get established and start making honey.
 

They are actually a large honey operation that have the hives, the ones driving the trucks aren't farmers, don't know if they speak English either.
