Sediment Bowl Assembly and Shutoff

I have a 1959 MF50 that is leaking at the sediment bowl. I'm wanting to replace the entire assembly, as the shut off valve is also locked up. Do I have to drain my gas tank to replace the entire assembly?
 
Well think about it. The sediment bowl is in the bottom of the gas tank right?? If yes well if you remove the assembly then you have a a big hole the size of the sediment bowl assembly that now will let gas flow where ever it wants to. Or in other words unless you super fast yes you need to drain the tank
 
Not familiar with the mounting of that tank but your only other option would be to remove the tank and tip on it's side.

Short version there is no secret bullet I can think of to plug that hole while replacing the sediment bowl assembly

Unless you want to lose the entire contents of the gas tank all over the tractor, onto the floor, and onto your clothes, drain it.
