TO35 transmission cover hole and purpose?

I just got my tractor out for the season and notice transmission oil running out the bottom of the tractor in the area of the shifting levers. The hole is a machined hole and there is a counter key sticking thru.
What is the purpose of this hole?
I never have had this leak here before.
 
That hole is meant to be a drain so your clutch doesn't get saturated with oil. your transmission might be over filled or your shifter boot may be leaking if the tractor was out side in a rain storm. and the cotter key is there to keep the hole open. Randy
 
Well that makes sense, except we hadn't added any trans oil, its just been sitting in the barn all winter.
Is it possible to leak from one chamber to the next with lack of use? :?:
