24v starting syst wont cut back to 12v after started

Im working on a Belarus 611 that has a 24v starter then is supposed to kick back to 12v once running. its not regulating back to 12v and is burning up batteries. Has anyone had a similar problem and came across a way to fix it?
 
that may be what we end up doing. Ive heard of putting an alternator with a transformer on it. Transformer runs 24v but alternator only 12v but I don't think anything should be running 24v after started.
 
There should be a switch that parallels or series your battery which gives you 24 volts to start or 12 volts to charge your battery. hope this helps.
 
I have a Belarus 560 was one owner when i brought it a few days ago, the person i got it off was running one 12volt battery it cranked real slow, so done a bit of homework, its 24 volt supposed to start on 24volt then go to 12 volt as all the wiring is 12 volt.so rang an auto elec he said it should have a series parallel switch wouldnt know where to find it. but if not he said just put a 12 volt starter motor on there around $170 and it will crank as normal.so might go that way a lot easier
