If yours is the hard plastic type then yes. If it is the rubber one then no. On the plastic type I just used a fiberglass repair kit. Make sure an rough up the area around the hole so the resin has some thing to help it bond.
 
Thanks a bunch for the info probably won't fix it until spring when it warms up a little . Friend of mine had a spare tank and let me borrow it
 
Floating tank heater got hung up and burned through the side of mine. Fixed it with a little JB Weld, has held for years.
 
I got a couple like that.

I drilled a hole through it, put a bolt through it with a fender washer on each side. Then built a plywood top for it and used it to store feed, seed, or what ever. I even raised some baby chicks in one this year.

Then went out and brought a new tank for water.
