International 1066

I have an International 1066 that the PTO spins all the time but you can put your foot on it and it will stop. Can anybody tell me what the problem is and is it a $100 fix or a $1000?

I seen that before it is usually from a warped clutch pack in the PTO. If you put the heavy duty pack in they are about $75

Three possible causes. It may be warped clutch disks, worn out brake pistons, or the control valve is not returning all the way to the off position causing the clutch pack to be partially engaged.
