Power Steering gasket not holding on Ford 5000

My Ford 5000 power steering gasket has failed twice now in 6 months.

I replaced power steering gasket about may of this year just before hay season. My hay all in and the gasket failed again.
Last time I used a gasket sealant hoping this would keep the gasket working.

Questions:

What is causing the failures?
I have some cork gasket material would making my own work?

That cover has a pin on the back side???? I would check the clearances on everything inside that cover. If there is an issue it will make the cover walk around on the housing and the gasket will then leak.
 

There are 2-3 shims for behind that plate. You need to consult a shop manual and you will probably need to assemble it with some plastigauge to measure the clearance and then assemble with the proper shim.

I have a manual and it show not shims just gasket. Is there an certain order to tighten bolts?

In pictures there are shorter space between bolts on top then bottom of plate. The bottom is where the gasket always fails.

(quoted from post at 08:10:31 10/14/15) looks like the bushing is worn on one side pretty bad...

About 3 months ago we put in new set of O rings in the steering column because fluid was coming out of the top of the column near the wheel. New rings stopped the leak at the top of column. Maybe this is way the bearing was worn because of the bad o rings.
