Cleaning Diesel Fuel Tank in Place

Need help , folks. My IH 444 diesel tractor sprang a fuel tank leak . I have repaired it with JB Weld . To do that I had to drain tank . I found what I will call a slurry on parts of the bottom of tank . I assume that it is a combination of diesel fuel and dirt . I'm considering putting it in suspension with Purple Power and water and vacuuming it out and then rinsing and vacuuming again .

Any risks to this ? Bear in mind I've owned this tractor 33 years and have had only two fuel delivery problems in all those years . Don't want to cause a problem but that "slurry " bugs me.

I have done that on day tanks for generators. Works well. But to dry it out. I have used a hose hooked to a hair dryer for small tanks.Blower for bigger tanks. Main idea is to get rid of any water.
 
Me, I would not vaccuum out explosive or flammable fumes, into any electrical appliance. Better to blow them out on the blower-side of the Shop-Vac.
 
I wish I had saved it but Slorol had a post about vacuuming out a diesel tank. The short version, is hanging on to a jet engine while trying not to fall of the hood.
