F-12 Magneto no spark

I am working on an F-12 with a IHC Magneto that has no spark. We have had it running in the past and it usually only took a couple of pulls on the crank to start. This spring it would not start even when towing it. The impulse coupling works with a good snap. I have filed the points and the little dot on the fiber gear is right between the 2 marked teeth on the steel gear. Does anyone know what the resistance should be on the coil? How does one check the condenser? Dad used to check them with an analog ohm meter. guess I should have paid better attention as i don't remember exactly what he did and I only own a digital one and recall him saying that would not work. The magnets have magnetism but I don't know how much is required?? Anyone know answers to some of these questions or a place to go to get the information. Also, have i hit on most of the possibilities? the wire from the points to condenser is in good shape and not grounded to the case. Thanks for your help and I will post back when I find the issue!

The retard lever internally grounds the mag and shuts the tractor off.
What position do you have the retard lever at the steering wheel in, all the way down or all the way up ?
