is this a voltage regulator problem

my neighbor has a ferguson to35. 6 volt pos ground. generator has been checked ok. the old vr started pegging at 30 on the ammeter gauge. Put a new one on and the same thing. put the old (don t think it is the original) one back on the tractor. I took my volt meter to check the volts and it will read over 8 volts. But,,,if you tap the vr several times, the ammeter will go back to a normal reading and the volt meter will say 7 volts charging. what is wrong if he has to keep tapping the vr to make it read normal? I m not sure if the ammeter goes back to reading high(30) by itself but after shut off and restarted it reads high again.
 
My guess would be the contacts are sticking on the old regulator. The new one is defective or needs adjusting. Also be sure the base is grounded. The ones with rubber straps need a separate ground wire, scrape down to bare metal where it attaches.
 
Just my experience, but every electrical fault / defect / corrosion / non-working-gizmo I've touched lately has been helped greatly by a big dose of PB Blaster. And I mean BIG. I hose those things down, work them back and forth, and they all start working good for me.
