2003 F350 No start

2003 F-350, gas 5.4L, auto, would not re-start in the barnyard. Ran fine before, 33k miles, plenty of gas in tank, no 'check engine' light...yet. I got fuel at the schrader valve on the fuel line, few bubbles, no leaks. When I went to start it back up I didn't hear the fuel pump(groan) but it would almost diesel at very low RPM for a few seconds after a few attempts. After letting it cool down(90+ degrees out) it would try to hit some but no run. The emergency fuel shutoff was not popped, the fuel pump fuse was good, there is no fuel pump relay. I haven't heard of many no-start issues with this engine. I "hope" the filter is clogged but I lean toward a bad fuel pump(large groan). What say you? Thanks in advance! It does have a fuel pump relay, it is internal to the instrument panel fuse block. It is serviced by replacing the fuse block and is a common failure. I would check for power at the tank while cranking, no power likely means fuse block time. Make sure you are sitting down when you price it. I have seen a couple of these in my shop.

Zero fuel pressure at the rail, sprayed starting fluid in it fired up so the CPS and fire is good. Still no hum from the pump, bummer. Sooo, it looks like either the instrument fuse panel relay POS or the pump POS, either way you get S. The only way I know to get to the pump is to remove the bed, tke tank is almost full :-(
Any suggestions to get to the instrument fuse panel?

Think I'd check for power and ground at the tank before doing anything else.
