I have 1941 IH H #70426 is the starter a foot control, and if so does it clamp on the
steering post

That's the normal configuration for all H's and maybe others. It's not a foot starter, it's meant to be pushed with your hand.

I thought some of the real early H's and M's had a curved piece of rod that you stepped on with your foot?

H Farmalls have had various starter control systems From Push button on the left side of the steering support used with ones hand, to the nail like stud going through the lower steering support (foot pushed), to the bolted on bent rod starter in a similar location (foot operated) on Super Hs. Jim

If the tractor was equipped with electric starting and lighting when built it had a pin through the lower steering post that pushed the starter switch mounted in the rear fuel tank support and pushed by foot. Later when hydraulic seat attachments came out a foot operated lever mounted to the steering post was furnished to operate the starter switch on tractors with switch mounted in the rear fuel tank support.
If the tractor came without electric equipment and a electric attachment was added later it could have different things.

No hole in steering post for pin or other bracket does have hole for switch in back fuel tank support this is early 1941
