I found this in my FIL's back shed.It looks like it would sit on top of a barrel. The handle turns a 3/8" square screen drum. My WAG is to clean dirt of potatoes.

If it fits over a barrel i get the idea a large volume falls through the screen. Could be more of a separator type tool meaning the product to be saved falls in there barrel.just a wild idea.
 
My Grandfather used to run his burned coal in it. It knocked off ash and he could burn
it again. He saved a lot of coal and coke with it, worked good.
 
I have one that I use to clean the ash out of coal also. I think it might have been a seed cleaner or something before in it's life, But works good cleaning ash out of coal!

Never saw one before but Google confirms it is a coal sifter.
Looks a bit more sophisticated than most but it probably paid for itself many times over.
