1965 ford 2000 3 cyl diesel

after a fire replaced all fuel lines new electrical wiring new battery new starter will not start even with starting fluid in the intake
is this probably a timing problem
am not wanting to go thru all the work if not necessary

I have no experience with that tractor, but why should it be a timing issue? You didn't take injector pump off did you? Since you replaced fuel lines It sound
like there is still air in the lines, not to mention the fuel filters. If you don't have fuel in the filters it won't start. If that's the case, I would take the
filters off and fill them with fuel. Then go through the manual's steps to bleed the system. Diesels can make you gray, ask me how I know.

It may have gotten hot enough to take some temper out of the valve springs, keeping the valves from seating like they should.
 
Was the lift pump replaced? If it got hot the diaphragm could be burned, not delivering fuel to the injector pump. If there is no white smoke, it's not getting fuel to the cylinders.
 
As Mr. KEH mentioned, did you bleed the fuel lines at the injectors?

First thing is to crack the screw on top of the fuel filter (s) with the tank full and tank petcock open, till solid fuel comes out.....tighten
the screw back down. Crack all 3 lines at the injectors with the throttle wide open. With a good battery, crank till you get solid fuel
then lock that one down and go to the next while still cranking. Don't crank longer than a minute and rest 10. Don't want to burn up
your starter too. By the time you get to the last one if air in the lines was your problem it should light off. Go back to each while
running and crack again purging any remaining air. Engine should skip while you have a line cracked then recover when you lock it
back down.
 
It takes a lot of blow to make them run without fuel... If you're pouring the can into it steady, straight into the air horn and it still won't fire then I'd suspect an engine problem. Otherwise I would anticipate a problem in the fuel pump. Most likely a stuck metering valve.

Did they spray water on the injection pump
when hot or running and warp it enough to
break pump shaft or hub bolts? Just a guess
