I need some bolts that are about 5/8 diam directly under the head, then reduce to about 5/16 after about 5/8 inch. What do you call that type of bolt

Shoulder screws, stripper bolts if you're in tool and die work. They come in hex or socket head.

Yes, you are asking for a shoulder bolt. If you want to go from 5/8" to 5/16" it will probably snap off where it changes diameters.

If I needed to do a similar application I would use a grade 5 or grade 8 5/16 bolt with a spacer sleeve around it to get the 5/8 diameter.
