I have a friend that has an IH 900 cyclone 8 row planter using it with a JD 2950. The problem he is having is the markers will not lower unless he idles the tractor down. He has an Allis 185 and it works fine with it. I told him I would ask you to see if you have any ideas.

Assuming he has 2 scv's have the markers on the RH scv. The LH one returns to the trans filter and has some back pressure due to that. One way marker cylinders don't have much weight on them when raised and the return pressure is enough to keep them from lowering. RH returns to the rockshaft housing with no restrictions. This is also assuming poppet style scv's and not spool type.
 
JIMKS Cliff already posted my first suggestion. Also is he running the planter air system with the tractor hydraulics or a PTO pump??? A JD 2950 would not be my choice for running a air planter of any brand with the tractor hydraulics. They just did not have that much flow and the Mannheim hydraulic systems just where more problem prone than the Waterloo tractors.
 
I will second what Cliff says. And a 2950 will flow 22 gpm at 2500 engine rpm, a 4050 (for example) will flow 11.5 gpm at 1000 engine rpm
