What kind of Oliver implement is this?

I was on a day trip through some rural country here in southeast Idaho the other day and spotted this rusty iron. I'm not sure what it is, but it made a great photo. Can someone tell me what kind of implement it is?
 
We had an Oliver press drill; it was the most accurate press drill on the market at the time. Instead of moving the seed feed roller to set the amount, the Oliver drill had a small transmission that changed the speed of the feed roller. Just set the drill according to the chart and it dispensed the right amount of seed.

I think just after those they used what they would refer to as high rubber on them which was a wheel the same size but rubber tired. Im betting those would be spendy to put tires on now days. They used to advertise drills with "low rubber".
