Last week I was trying to figure out why this engine was so hard starting. I noticed a missing Welch plug in the carburetor. I fixed that. It starts better. Now it fills the air cleaner adapter with white milky oil.the oil looks like it was just changed on the dipstick. It is not over full.
Can a blown head gasket cause this?
 
If it has a tube going form the side of the engine to the carb or air cleaner then on the side of the engine will be a PCV valve which is likely to be bad. BTDT on many small engines
 
This one is OHV the tube comes out of the valve cover and into the plastic housing for the air filter.
 
There is no PCV valve on that engine, at least not on mine. A head gasket normally doesnt cause that problem on that engine,since theres no water, and USUALLY the head gasket being bad results in smoke at start up, unless its a horizontal shaft engine, but it could still be a head gasket, or something simple as youre not getting it hot enough. Id suspect, though, its worn out and letting alot of blowby past the rings. Ive got 2 of the Command engines, only put 1 head gasket, on each cylider, on the 23hp, and other than rountine maintenance on my 17, it hasnt been touched.
 
I took the valve cover off. Didn't see anything that looked like a PVC valve. On the inside of the valve cover where the hose connects was filled with steel wool liking stuff.
 
Thats suppose to be there. Do you have the thing that looks like a black fuel filter between the valve cover and air filter housing? If so that may need cleaning out, at least I think that can be cleaned.
 
Blow by past the rings was my first thought. I think your right about this engine not having the pvc valve. I looked closer at the hose didn't find anything inside it or on the ends that looked like a valve.
Blow by would also explain the hard starting problem. I cleaned the carb and it does start better. Takes a lot of choking. Let it run today for 30 minutes. Never did stop smoking out the breather. Doesn't smoke out the muffler.Had to choke it to start it hot.
It is a vertical shaft engine with 218 hrs. Looking at the bottom of the air filter. At some point I don't think the filter was seated correctly on the base.
