International 464 3pt Lift Problem

Got my 'new' IH 464 running real good,every thing works fine except the 3pt hitch won't go down.Looked and the linkage is hooked up and working.Any Ideas?
Also this is the Industrial model and under the hydraulic housing there is a hose that runs out and makes a short loop right back into the housing next to where it comes out.Is this for a remote valve for the loader?

3 pt will not go down:

Hi, there is a cover in the right side, in front of the rock-shaft. Remove and check if the spool valve moves with the position lever. Make sure the draft lever is all the way down. There is a long spring, with a rod, maybe that spring is unhooked.

Hi, maybe the unloading valve is stuck. Check with engine running, raise the hitch and pull at the same time the remote lever. If the hitch raises, you have dirt in the unloading valve. This valve is under the seat and you remove the large plug for access. One trick is loosen the large plug, unloading valve, 2 turns and start the engine, the hitch should raise if the valve is stuck. It has a small hole in the valve and just blow the dirt with air gun. Install new O-rings.

I had one years ago. I got the 3 pt jammed and used a sledge to break it loose. The hydraulics were under pressure that relaxed instantaneously and the shock wave broke a spring on one of the valves in that valve area one of the other guys mentioned. As I recall the 3 pt wouldn't go up or down. It was easy to see the problem upon inspection of the valves.
