Oliver 77 throttle

When ever I crack the throttle of my super 77 it surges for a couple seconds... Then it finds the right place on the throttle... Is this normal and is there any way to adjust it? The tractor is new to me and all I have is the ol put puts... Thanks
 
Try opening the main jet just a little. Surging is usually a sign of too lean, but it could just be the nature of the beast.
 
IF adjusting the carburetor doesn't resolve the issue you may need to replace the thrust bearing in the governor.
 
There's a bumper spring in the governor that's supposed to take care of the surging. It's a bolt right in the front of the governor case behind the fan belt. Takes a 7/16ths wrench and has a lock nut on it.
