Tractor propane regulator

I have a Impco model E propane regulator on a 4020 JD tractor. I know it is not factory. But to get the thing stated you have to push the primer button 3 to 4 times and then you have to hold it in just a little before it will start. I know I have had them on other tractors and you only had to prime it a couple times and they fired right off. Not this one you have to start it like that every time. That is starting it on vapor to. Do you think I may have a hole in the diaphram or what?
 
Lot of them will act like that when the fuel level is down toward low or almost out. How much fuel in the unit?
 
It is pretty low on fuel by looking at the gauge on the tank. I am going to get some propane put in it on Monday.
 
If you had a hole in a diaphragm you would be leaking fuel and be flooded. If you are priming it that much to get it started it is not flooded. Why are you starting it on vapor? Unless it is very cold out there should not be a problem with running liquid to the regulator when starting. With vapor only it is sounding like you are starving for fuel resulting in having to prime it.
