Massey 230 crank pulley problem

I bought a 230 3 cyl perkins with a broken timing cover. Bought all the parts it went together well started it and a few leaks with the new hoses so I shut it off after a few minutes and the crank pulley was extremely hot the only thing I can see is the small flange that goes around the crank pulley and holds the seal looks like it may be rubbing . Is there any washer or spacer that holds the crank pulley away from the end of the crank?

I'm guessing you found out how the original timing cover got broken, wish I could tell you what it is.

Still not sure the damage was up high around the water pump when we pulled the old cover I saw the welding on the inside as well so they did have the cover off to try and weld it up
