Posted this question to the Oliver board but I don't think it is an Oliver issue--it's a diesel issue..
Runs fine then all of a sudden the rpm drops off and no matter what you do with the throttle it continues to decline and then motor quits. Immediately will restart and throttle response returns. Has an electric lift pump which remains running at any time the key is on. When the motor quits I can restart without turning the key to the off position--so the fuel pump is not shut off for even a second which I think eliminates the possibility of a plugged fuel line at the tank. Frustrating. Any ideas?
 
Smacks of a dirty air filter. Soon as it quits some dirt drops off and air gets into the intake manifold.
Pull the air filter and try it. Unless you're working it can run without the filter as a trial.
 
I"ll bet this tractor has a roosa pump on it? And the plastic ring on the governor is coming apart and plugging the return. Time for a pump rebuild.

If the filters are OK then it's most likely the weight retainer flex ring that Josh mentioned. You can verify it by loostening the two timing cover screws allowing fuel to leak out of the housing as the engine is about to die. If it picks back up then the pump needs serviced and the return line cleaned of any broken retainer ring, will look like coffee grounds. There will usually be bits of it just inside the timing cover opening also.
