Governor to Carb

I just put on a governor and the tractor starts up but I can't get the
idle right. I set the main needle out one turn from the seated
position and the idle mixture adjustment needle out one turn open.
I starts, runs then will die. When it starts, the RPM's are pretty high
but the governor will level it out to a point. Is there a standard
setting for the idle speed adjustment screw that is hooked to the
governor? The adjustments that I have made have caused either a
very high RPM or not start at all. If anyone can help me out, it
would be greatly appreciated
 
There should be an idle stop screw on the carb throttle plate. Sounds like it is backed out too far if it's not idling. The governor does not set the idle speed, that's what the throttle stop screw is for.

The throttle is linked directly to the governor arm. The arm without a spring connects to the carb. The arm with the spring connects to the speed selector linkage from the lever on the dash.

In theory, the spring wants to pull the throttle open, the weights in the governor want to push the throttle closed.

Once you get the carb adjusted where it will idle, with the dash lever set to the idle position, engine running, the governor should hold the throttle plate closed against the stop screw on the carb. If the throttle is not closing against the stop, lengthen the linkage between the gov and carb until it does.

With the engine off, push the dash lever to the fast position. The carb throttle plate should be wide open. If not adjust the stop screw on the gov until it is. You should be able to pull the throttle closed with moderate finger pressure. It should move smoothly closed and spring open when released.

Return the speed lever to idle and start the engine. Push the lever to wide open position, The engine should accelerate rapidly up to 2200 RPM and level off.

Surging speed is a sign of too lean, black smoke is too rich.

One question

How is the throttle rod adjusted? The length is 7" and does seem to be adjustable.

Ok. I got it idling good but now the inner governor will not move when I increase the throttle at the dash. The lever with the spring moves fine. Setting or increasing the idle screw on the carb only increases the idle. I'm at a loss
 
Can you open the throttle by hand?

With the engine off, and the dash lever set fast, the throttle should be wide open and held open by the gov spring.

If not, recheck the linkage for binding and in proper position.

Take the link between the carb and governor arm (the arm without the spring) off. The arm should spring forward (I think). If it doesn't have spring tension, or will not freely move, there is a problem in the governor assy.

Remember, the gov spring should pull the throttle OPEN. The spinning weights in the gov push it CLOSED.
