John Deere Mod. A Hydraulics

I have a JD 1949 Mod. A that I hooked a JD 207 Cutter to. Every time I engage the PTO & lift it blows out the hydraulic plug. What do I need to do to fix the problem?
 
Might put a pressure gage on the system. Power-Trol pressures are only about 1000psi, maybe a poorly functioning relief valve.
 
There are 2 different styles of hookup plugs on those. The later ones had a release lever on the side by the plugs. The other style has a brass E clip that holds the plug in. Beings your tractor is a 49, I bet you have the E clip style and your E clip is missing.
