Setting valves on Oliver 70

I posted this question also on the Oliver board. What is the best method to set valves on a tractor. My machinist said when the exhaust valve opens and just begins to close, set intake. When the intake valve just starts to open set exhaust. I remember doing it that way on my stock car years ago. Any other methods?
 
I've never trusted any method other than hand turning the engine through with the feeler gauge in, feeling it out until I know I've got it set at the loosest point. Then if possible I'll start it up and recheck them running, or at least give them a listen before closing everything up.

Maybe I'm OCD, but I'd rather get it right.
 
Bring N01 piston to tdc on the compression stroke
and adjust valves counting from the radiator:
1-2-3-6-7-&10

Then rotate the engine one full turn and adjust valves: 4-5-8-9-11-&12
