Does your tractor still have the notched plate that goes around the pto shifter lever? You have to push the pto lever down to free it in the plate so you can shift into or out of engagement. That should hold it engaged unless something is worn or broken or the sliding collar is not correctly indexed in/on the shifter shaft inside the transmission case.
 
Decades of use and abuse have worn the collar, and very likely several other parts, out.

You need to get in there, take it apart, identify what's worn and needs replacing, and replace the worn parts.
 
One of two things has happened: either the lug on the 351287R11 shift lever link has worn down...OR...the splines on the LOOOOOOONG shaft [351534R21] that comes all the way back the torque tube are shot, and you'll have to split the tractor and replace that expensive bugger.

You MIGHT move the PTO shift lever guide plate, which bolts to the transmission shifter plate, and gain some forward motion for the PTO shift collar, and that MIGHT buy you a little time on replacing the shaft. But it'll only be a LITTLE time.
