Most likely a Welsh "Pit Pony". Breed was developed /bred about 1800s for use in the mines- the "pits" where tunnels were low- big miners dug on their knees or bent over- sort of like the North Korean coal mines today in the low seam mines. Low roof meant the cart haul had to be overall small- Shetland pony stock, welsh carriage horse and some draft horse "Warm blood" mixed and the short legged ones rebred to get a stronger than Shetland pony or Sicilian donkey cart puller. When mines got mechanical mules the breed became more a novelty but still useful for buggy, milk carts and garden/orchard harvest carts, pack animals--and obvious fat kids ride. Other advantage is it can fit in low roofed garden sheds or large dog houses, still useful as a draft animal unlike the "miniture" horses that are kept as pets. RN
