International 454 PTO has no pressure

When the IPTO lever is engaged, there is no pressure to the PTO clutch. No fluid comes out of the fitting when the lever is off, but when the lever is engaged fluid comes out with no pressure. I have removed the mcv and made sure all he passengers are clean. The power steering works correctly, the three point hitch lifts and lowers as it should, and the aux hydraulics strain the engine when you engage the lever. I don't think there is pressure to the IPTO valve. I think it is working correctly, it moves up and down the correct amount and allows fluid when engaged. Just no pressure. If the power steering is working, where is the pressure going?

I have not checked the flow divider valve. The power steering is working fine so I assumed the pressure from the flow divider was working correctly. I would like to say that I just bought this tractor and I do not know it the steering is under performing or not. All I know is it is reasonably easy to steer. This Is my first tractor. The guy I bought it from said he had recently changed the filter and the pto line needed to be bled. According to him, this is why the pto was not engaging. I bled the pto line with no help. I pulled the MCV and cleaned the IPTO valve and pressure valve and installed new O-rings and gaskets. I did not mess with the flow divider.

I have an owners manual but not a shop manual.
