Oscillating ammeter needle question !!!!

I'm puzzled ....... The generator is working on my tractor and the two-tower "regulator" is regulating voltage OK but the amps are not being taken care of, the ammeter needle is rapidly fluctuating from charge to discharge, back and forth and will not steady itself in one spot. The ammeter works properly and is new, it works fine and shows a steady charge on another tractor. What might be causing this, anybody help out?
 
OK here is another thought/question. I was told once that the spark plug wires should cross each other and not all in a nice parallel line?????
 
I don't know if this will help, but when I rewired my 'M', it started OK, ran OK, but showed the very same symptoms with the needle swinging + to - very rapidly, when running. No lights also. Come to find out the lead wire coming off the ammeter was hooked up to the wrong side of the starter switch. Switched the wire, and everything settled down, and I got my lights back. The 'M' BTW is stock 6 volt with cutout. So I don't know if that would make any difference.
