Tried thawing a solid frozen driveway sluice pipe with 75,000btu kerosene heater for a couple hrs, but still frozen solid. Any ideas?

Do you mean a culvert? If it's steel get a propane weed burner. They will shoot a big flame directly on the ice.

If you need to get a hole thru a frozen solid culvert hook the garden hose to a length of steel pipe and working fron the outflo end jet a hole throuh the ice

We use a hot water pressure washer with a small nozzle on a 3/8 hose. Once you get a small hole the water will start flowing and make it bigger. Its a special nozzle no bigger than a shot gun casing. It has one hole fforward and four backwards to jet it thru the pipe.

What the ell is a sluice pipe? If it's a pipe under ground a hot water hose with a special tip works best, like someone else described. The brand that we used to use was called a go-devil. Cold water will also work, it just takes a little longer.

dump a bunch of road salt on the inlet end--it will eventually melt its way thru---to speed it up bring to a boil a gallon of antifreeze and dump that in to--have used that for frozen plastic drain pipes in my house
