560. Hydraulic issues

My 560 tractor acts like the hydraulics are pumping or under pressure at all times. They are also very slow. I have changed the filter and same results. When I hook up a cylinder or move a control it seems like the pressure goes off for a second. Any advise would greatly appreciated. Soon it will be warm and time to hay!
 
It has been at least 25 years but I had a similar problem on a 460.If you take off the lower cover in front of the operators station you will find a screw or bolt that has a screen filter behind it. Mine had stopped up so bad it had collapsed and I had to replace it. It was easier to fix than it is to explain. I would have never have found it but I made a call to an old time I H mechanic and he told me that was it. Let us know how you come out. Lee
 
Not sure if you have fast hitch or not but my 560 needed adjusted with the handle in the full up position you could here a strain on the system.

Below your dash there is or should be a sheet metal cover over the hydraulic system 'blocks' or control valves. Remove same and review the above link. You will be looking for part reference number 13. Clean the area as best you can to help prevent any more debris from entering the system once you reinstall the removed parts.

Another area to check is the single to double acting 'knobs' you will see protruding on the vertical face of this same cover. There is a small roll pin that should be visible. It is 1/8" X 1 3/4" and is shown at reference number 16. It is possible this control knob is not turned completely to either a 'D' for double or 'S' for single (providing this little decal is in place on the frony of the cover) and/or the roll pin is missing. This is the first thing I would check; then proceed to the screen issue. I would suggest you post this subject on the Farmall IH discussion forum as more IH geared viewers can assist you if needed.
