just took this it -25 air temp here this morning, the steam is from one of our Coal fired power plants

Its fun to look at the plume of steam, when its bitter cold, I can see the plume from a power plant in glenmont ny from my kitchen window, one way to tell the air is still. All the chimneys I can see in the neighborhood, on a morning like today, just slowly rising upward, of course thats a warning telling you, that you really don't want to go outside right now LOL !
 
It got to 5 below here this AM. We likewise can see steam from a coal fired plant on cold days. It's probably 20 miles south of us, on Cayuga Lake. Power plants here are situated on lakes or rivers. What water source does yours use?
 
they have a small river/drainage they can pull fro, as well as they have plenty of water they pump 24/7 from the pit where they mine coal
