hydraulic lift problem

I just buy a ford tractor 3 cyl 3300 diesel 1974.
I have problem with the lifting hydrolic systems that doesnt work. The older owner change the hydraulic oil but the system doesnt work. Any suggestion about guys.
 
If it didn"t lift before the fluid change, the issue cannot be guessed at to fix it. From airlock because it was run low on fluid, or from an intake to the pump having a suction leak, to a stuck pressure relief valve, to broken pump drive there are just too many potential issues to suggest.
If it happened when the fluid was changed, then the pump prime was probably lost and the two procedures I have had success with are to put some air pressure into the reservoir to charge the pump, running the engine at mid throttle working the control levers all at the same time.
