I am thinking about adding an electronic governor for my EFI
project. The gain on the governor could be adjusted with the
computer for pulling.

I thought you was just adding EFI and computer ignition control. Now your going to drive by wire?

I am building the throttle body right now. I have tuned it as far as I can without a TPS.

Do you mean a governor with droop gain stability as would be on a tractor to adjust for changing load?
Most of the electronic automotive style governors I have seen are basically just a rev limiter for maximun RPM or vehicle speed.
How are you going to control air flow.

Yes, an electronic governor, and it would control the throttle plate
with PWM servo. The throttle lever position and RPM are inputs to
the controller.
