block wall leaking at slab

Just bought a block building that has a carport block wall sitting on the slab. whenever the rain blows the water comes under the block,on top of the slab. when it was built the wall wasn't poured and can't be now. How can I waterproof this,at the floor line? I can get to both sides but not the top. what will bond this and make it watertight?
 
hydraulic cement should do the job, mix it up soupy and put on with a paint brush, several coats, it dries very fast
 
My advice is landscape around building so water runs away not towards the building. Use gutters and pipe the water away from building too.

I have a few rentals that I've had to angle the dirt to divert water. It's the only way to stop problem your water problem. I've tried many watertight paints. Get rid of the water and problem goes away.
 
That would be the trick to do on the outside edge for sure. Years ago had cinderbock basement walls that leaked. In that case, had to dig them up, clean them, coat with tar, bury them. Poured walls are so much easier to deal with. Digging up the foundation all around and all the way down, wasn't fun. Had to be done though, and it worked.
