I would say no.But it depends on the wheels.If it has 40" 'drop center' rims,A 'double bevel' rim might fit.But you will have to figure out a way to secure the rim to wheel.If it has 40" rims welded to spokes("cuttoffs"),Yes.Simply cut the spokes down and weld the 38" rims to the spokes.
 
If you just need tires,Ckeck out M.E. Miller tire.They have 40" tires.Expencive? Yes,but still cheaper than 'Micky Mouseing' different tires/rims.
 
Yes. Latter 70s had 9 bolt hubs. Need to find a set fom a salvage tractor. They are a bugger to get off them splined axles. Then you can use most any 9 bolt pressed steel rim you want.
