just got a 631 ford Saturday hurray big step up from 2N. When the throttle is at full or close to that position the engine lopes. can see governor rod working back and forth. Why? What can I do to correct this? Thanks for any info. Buy the way this 631 has PTO.
Doesn't matter if the tractor is in gear or setting idle. Lower RPM's engine is as smooth a silk.
 
Adjust the high speed fuel mixture in & out for smoothest operation at wide open throttle (WOT).
If that doesn't help much, try synchronizing the governor to the carburetor. Check on the Ford forum for better answers.
 
Governor is doing just what it's supposed to do, that's good.
Most likely it is compensating for a lean condition.
Either the screens need to be cleaned or your main jet needs
to be turned out a bit.
If that doesn't cure it, or worse if the main jet has no effect,
then you may need to take the carb apart and clean it out good.
