got the tractor going sounds good and drives great .i was ready to put the hood on,looked in the radiator it had oil in it. head gasket i think, any other suggestions

Oil as in a whole lot or just enough to be seen??? Antifreeze has additives that lube the water pump and that looks like oil in the cooling system. So if just a little bit and no coolant in the oil probably not a problem

Flat head engines rarely get oil in the radiator as there is no oil in the head on them.
As Old says it likely is not oil in the coolant just crud.
You might drain and flush the cooling system and replace the coolant. I would do that before I did anything else.
Dunno why people are so eager to rip the heads off those little flatties.

A leaking head gasket will if the engine is using a bit of oil push it into the radiator but it is partially burned oil and a new gasket should take care of that but get the radiator and block cleaned out very good. I have gone through that. You do not realize the gasket is even leaking on the running but the higher compression in the cylinders will push through to the lower pressure of the radiator and you will not get a coolant loss as you would think you would. And I have never heard of a block cracking like one poster said. This tractor came to the farm when I was 8 months old and am now 70.

(quoted from post at 22:13:28 09/23/13) should i use degrease to flush the coolant system.
I use vinegar to flush the cooling system.
It's cheap and works well including dissolving rust.
Put a gallon in, run it until good and warm then let it set overnight.
Make sure you flush it out well with clear water several times
after words.
Some guys even run baking soda and water through it
afterwards to neutralize the acidity of the vinegar.
