Replace thru hood muffler on a allis chalmers c

There is a bolt holding the old muffler on. can I cut that off as it is loose and turns in the hole. All rusty. is there a chance of that bolt falling inside the engine, how should I do it???
 
If the old muffler is junk I would cut it off above the manifold level with aviation snips or a cut off wheel and then you will be able to secure the bolt on the inside and take it apart without it falling in.

AS Zachary says, cut the muffler off flush with the manifold. Then secure the bolt with either wire or a magnet. Cut it off outside the manifold and capture the piece left in the manifold. File the manifold hole with square corners to hold a carriage bolt. Use a stainless steel carriage bolt with lots of anti-sieze and it will release easily the next time.
 
Do you have a bolt going all the way through the muffler and manifold
or just a set screw type of bolt in the side of the manifold into the muffler?
