OT: 91 Top Kick idles but not accelerate

My main tractor hauler,
'91 Chev Top Kick, hadn't been started in awhile, til today, and started right up but will not accelerate. Not by pedal or by turning by hand at the throttle body (says 'Rochester'). Its got two throttle plates but I cannot move them by pushing on the plates with a screwdriver, trying to open them up. 427 motor gas motor. Also makes a "beep beep" sound continuosly, like a smoke alarm. Starts easily, idles smoothly. Had the electical plugs off the throttle body. They lead to a small pipe coming up from the front of the engine. I hadn't seen anything like this before. You?
 
The plates have jambed into the body wall. Heat and cool while closed will gradually tighten the grip of the body on the edge of the plates. Some carb cleaner, and a blow drier on the body to expand it might do the trick. Do not pry on them, or punch them. When loose, set the stop screw to assure they do not jamb again. Jim
 
thnks. already hit it with the carb cleaner. Didn't immediately help. I''l try in the morning.
 
If the throttle plates in the throttle body move freely the next most likely cause is a failed governor. I had one fail that had the same symptoms you are describing. Unplugging the controller allow the truck to be used until I could replace the faulty controller.
 
The beep alarm usually means there is a brake assist problem. Depending on the brake option, that alarm will sound if the air pressure is low, the vacuum assist is low, or the back up hydroboost pump is not working. Low air pressure or low vacuum will cause the governor to idle the engine.
 
can"t hear the beeping only when standing over the carb. Can hardy hear it when air filter cover is on. Can"t hear it at all in cab. Course I am hard of hearing but don"t think its loud enough to hear in cab. The trailer brake makes its noise every time the ignition is switched on; always did that.
