voltage regulator

Not sure. It is a 57 cub lo-boy with a 4 wire. regulator. It charges fine if I ground the field but I don't get any resistance across the resistor under the regulator. I thought maybe I could just add one.

20 Ohms, but if field contacts close, it should charge with or without that resistor. It is there primarily as arc suppression to protect the points upon opening the inductive current.
 
Are you sure the VR has a good frame ground?? it cant work, with or without that resistor, otherwise. Run a good jumper ground to it n see what happens. If a genny charges with its FLD post grounded but NOT otherwise, the VR is bad or not well grounded.
