383 MF will not steer to the right

Friend had steering cylinder rebuilt and it does not turn as far to the right as it does to the left. Do you have to index the steering wheel to the cylinder or is the cylinder not working properly.

i've worked on some that have a threaded tie rod on end of cylinder...if the tractor is made like that the cylinder must be half throw and steering wheels straight ahead...then adjust your tie rod to fit.
