International 424

While I'm not familiar with that tractor,in most other tractors,that would be the diffential lock. Differntial locks are engaged (at low speed) in order to lock both rear wheels in order to keep to keep from getting stuck.
 
And don't stomp it! They operate by the lever engaging a notch or pawl of some kind in the rotating rear end, and it can take up to a full revolution of the rear tire before it engages. Stomping on it won't make it come around any faster, and you can bend things up if you stomp too hard. Just push down with your heel until it engages.
 
AND ever now and then when you are driving your tractor just place you heel on it and make it engage for a few feet, will keep it where it will engage/disengage better. Release it any time you need to turn.
 
Hi, you may have to clean and lube the actuator shaft or the diff lock will not dis-engage. Sometimes tapping either left or right foot brake will make the diff lock release.

There is a spring in the engagement linkage on the pedal. To use the diff lock just push down on the pedal. When the clutch lines up in the differential the spring will push it in place.
 
An international 424 is a good first tractor. Virtually everything that can go wrong in a lifetime's experience of several other tractors(not brand specific), will go wrong with your tractor, mostly all at once. In my experience the B series stands for bottom of the barrel. Good luck, but the sword of damocles hangs over you!
