I've watched ALOT of these russian dash cam videos in the last year. They just seem to hand licenses out without any qualifications. You see stuff like that here, but not at that scale.

The pedestrian incidents were pretty disturbing.
Nearly every car in Russia has a dash cam. With corrupt police and courts, drivers want to give themselves every advantage if they're in an accident. Plenty of equally harrowing incidents occur on our streets, but they don't get captured on camera.
Helmetless Harley riders should take note of the motorcycle crash midway through. The guy's bike slams into a car, he goes flying over the car, hits the pavement, then jumps back up apparently uninjured.
